Windows 11 runs on two architectures: Standard x64 (Intel/AMD) and ARM64 (Snapdragon). ComboFix was built for systems. While it could run on 64-bit versions of Windows 7, it did so by using a 32-bit subsystem. Windows 11 has phased out many of the low-level kernel hooks that ComboFix relied upon. On ARM-based Windows 11, emulation won't save you—the kernel hooks simply don't exist.
