This happens if you try to switch to a language that isn't installed. For example, entering -language japanese when you own the EU version. Revert the changes and make sure the localization folder exists: Go to C:\Program Files (x86)\Steam\steamapps\common\F1 2013\language . If you don't see a folder for your target language, you cannot use it.
