The exponential growth of video evidence—from body-worn cameras (BWCs), CCTV, dashcams, drones, and public sources—has outpaced traditional evidence management systems. The National Police Coordinating Council (NPCC) has initiated a Video Data Management System (VDMS) framework to unify collection, storage, analysis, and sharing of digital video across 43 territorial police forces in England and Wales. This paper presents the technical architecture, governance challenges, AI integration points, and legal compliance mechanisms of the NPCC VDMS. We analyze three core pillars: semantic indexing of unstructured video, chain-of-custody automation, and inter-force interoperability. Findings indicate that while NPCC VDMS reduces manual review time by an estimated 68% in pilot studies, critical gaps remain in real-time analytics and long-term data retention policy harmonization.
